While Oakland does have many positive aspects and has some nice neighborhoods, it is not a place you want to live if you have kids. OUSD quite frankly sucks. You'd be much better off in Alameda or Albany

With $2500 budget, your options in peninsula is limited. That includes Mountain View and Sunnyvale. Unless studio and 1 bedroom works for your family of 3.

You pretty much have to look at east bay. So that means along BART line for commute.

Fremont is very family friendly, and in addition to the original Fremont BART station, there's a second one that opened up. Living out as far as Fremont or Union City you will likely get a seat on the BART train, too, while those that board trains much further north than that may have to stand the whole way.

At elementary school level tho, even Oakland has quite exceptional ones.

The issue with Oakland as with other places would be budget.
