It's really just semantics at this point.
Do we use "Bay Area" to only refer to the counties that touch the Bay's waters? Or do we use it to refer to the greater SF/Oak/SJ region?
The Northern, CA Mega region would include Sacramento and points south (such as Monterey)...but I would not include those areas in any regional definitions with SF. However, Stockton, Manteca, Tracy, and maybe even Modesto? Based on commuter patterns, DEFINITELY.

This reminds me of Chicago Rockford International Airport, which is 85 miles from Chicago. From my nearest airport, it is advertised as Chicago despite the fact that the airline also flies to South Bend which is only 5 miles further and has a direct commuter rail connection that Rockford does not.
