Cisco the company? Never heard that before. When I was growing up we referred to sf as Frisco.

SF is a boom and bust town. Nothing has changed in that regard. That being said, it is no different today than it was in 1849. People that complain are usually ones that want SF to be frozen in time on the date they moved to the city. I will say that it may be moving from a provincial city to possibly a world class city with the rapidly changing skyline.

No, it's not. It is a boutique city (too much small town mindedness). NYC is probably the only world class city in the USA. I live in Oakland and it reminds me of small towns of New England where not much has changed in 300 years. SF has or maybe had the same issue.
