Concord came to mind first for me. I had cousins that grew up there. San Leandro used to be working class. Not sure if it's been gentrified to the point that it's no longer mainly blue collar, like when I grew up there. There were a lot of affordable developments built that were geared towards veterans buying homes under the GI bill back in the 1950's.

Hayward also came to mind, where I went to high school. And Union City, where we moved after living in San Leandro. Newark would also be classified like Union City that way.

I would say Hayward, San Lorenzo, San Leandro are you best bet.

Benicia is also a pain to commute to/from.

I have friends who work in Martinez and commute from Fairfield. A lot of Fairfield is really nice. Some areas are more upscale, but it's by and large working class.
