I have searched all over the internet but I still remain confused whether a documents required for a sale should include REG 262 or not? In some places it says its required only if I cannot enter odometer on the title. In some places it says its required for a car 10 years old or less. The most vexing part is that if its needed, it has to be requested from DMV, its not available online. I want to sell a 2013 Toyota with clean title

Someone help?

I think you're making it more complicated than it is. Just look at the DMV website about selling a vehicle. it's not that complicated when it's a straight sale.

So this is what I see from the DMV site. How do I interpret requirement for REG 262. Do I need it only if title does not have provision for it? If you read only the first sentence from #3, it makes me feel REG 262 is required every time. However second sentence seems to suggest its needed only if title has no provision for it

Requirements after selling a vehicle
When selling a California registered vehicle, the registered owner of record must:

(1) Release ownership by signing on line one of the title.
(2) Provide the purchaser with evidence of a valid smog certification, if applicable.
(3) Provide the odometer mileage if the vehicle is less than 10 years old (Vehicle/Vessel Transfer and Reassignment Form, REG 262). If the title does not have a designated space for this information, a REG 262 reporting the odometer mileage must be signed by both the seller and buyer. The REG 262 cannot be copied. An original must be submitted. To obtain a form by mail, call DMV's automated phone service 24 hours a day, 7 days a week at 1–800–777–0133. To speak to an operator call between the hours of 8 a.m. and 5 p.m. Monday – Friday, Pacific Standard Time, or pick one up from your local DMV.
(4) Protect Your Liability. Complete a Notice of Transfer and Release of Liability. The seller is responsible for reporting the change of ownership to DMV within 5 days from the date of sale. After DMV updates the information from the Notice of Transfer and Release of Liability, you will be cleared from future liability on the vehicle. The purchaser is responsible for reporting the change of ownership to DMV within 10 days from the date of purchase.

The Reg. 262 is only needed if your title does not physically have anywhere to certify the current mileage.

A 2013 California title has a place on the front for the mileage, so you'll be fine.

If you have a AAA membership, go to one of their offices and they will help out. After that put it up on Craigslist. If you don't have a AAA membership, so you can sell you car.
