It would cost 13 billion to equip a team of 50 vigilantes with a flame thrower and for 3 police agencies to look the other way?

Seems steep.

Bull****e. You don't need to put homeless in expensive appts.

(1) Do a "Japan-style" transient hotel : basically, a sleeping box, stacked up and side-by-side. 40 people sleeping in the space of 1 studio appart.
(2) Buy 10-year-old pickups, put a camper shell on the back, rent out home depot (or Target, or ...) parking lots 10p.m.-8a.m.

Just 2 ideas, and it wouldn't cost $450,000 per head. These people have their heads up their arses.

Neither are bad ideas. I've said for a long time that you don't need to build the homeless condos with views, San Diego is doing a fairly decent job with semi-permanent tents, Santa Barbara has 'safe' parking lots for the homeless.

It's not fixable without tough love.

They could create a massive housing project, but you'd need to also create a massive government job program that is simple enough for homeless people to do. In return, they get boarding hostel style and some income. Anyone who is caught with drugs, liquor or exhibits aggressive or destructive behavior gets kicked out and banned for life. Anyone breaking the law gets prison time.

However, just giving them free housing is not going to solve anything, it will be an ever growing expense and will probably attract tons of homeless from around the country.

But what you don't realize is that if they have substance abuse issues they won't suddenly clean up in order to stay in this wonderful hostel, they will move out and live on the streets. One of the most successful programs in getting drunks off the street is the "wet house" where alcoholics are allowed to drink in their room as long as they don't endanger or disturb other occupants. https://www.seattletimes.com/opinion...-the-long-run/
