What months, times of year does the coast here (like Point Reyes and San Gregorio) have clear blue skies and what months, times cloudy ??

What do you mean by "cloudy"? Does fog count?

It's not predictable. It's foggy right now, and it's May. It was foggy in April.

"June Gloom" is a thing on the coast when the valley is hot.

Cloudy most of the time. Foggy counts if most of the time.

From January 1 until December 31 can be either clear skies or cloudy or can be both clear skies and cloudy at the same time. Some days can alternate between clear skies and cloudy multiple times a day.

I'd say September/October are the most reliable in terms of sunny days, especially at the coast. By then, its cooling down in the Central Valley, hence less marine influence. Its still early enough to where rainstorms are rare and if they do occur, its only for a day or so.

The winter months tend to be rainy, although there are often long dry, sunny spells. But, if you're inland, you can also get caught with the tule fog.

The summer months tend to be very fogged in by the coast, have night and morning fog by the day with midday sunshine and tend to be mainly clear inland.

I echo Roadwarrior101. Mid to late summer is the cloudiest (but also the driest), fall is the sunniest and warmest. Winter varies from year to year. It's normally the rainy season, but in a drought year, it could be sunnier and warmer than summer. You just never know.

"June Gloom" is technically a SoCal term (we're currently in "May Gray" in San Diego), but NorCal had started adopting these terms lately.

Yes.... it could be said that the September-October period is the Bay area's summer (weather-wise).
