The problem is that they are union, so they signed a contract without escalation indexed to the current minimum wages. Being union they can organize a strike, but meanwhile are losing money while not working, after paying dues. If they had not been union they would most likely have gotten at least, if not more than the $19.15 an hour for jobs on city-owned properties.
