You'd be able to live there just fine, depending on your requirements. You will be let down and amazed at how much better it is than you thought at the same time. This sort of juxtaposition will become normal to you.
Retired huh? Try Albany which is on the north side of the street (Solano runs east-west) where most of those restaurants were. It is cheaper by a little and just as nice because it is less well known.
North Oakland to El Cerrito/Richmond thru the hills and the start of the flat are pretty much the same sort of homey homes with English style (jungle) gardens interspresed with small shopping areas every few miles.
I moved away to be able to buy a home and have missed it ever since, tho I don't miss my neighbors at all! :-} well maybe a few of them.

You can also try the edge of El Cerrito up against Berkeley/Albany---you can walk to Solano Avenue from there, but because the schools aren't as good as in Albany/Berkeley, rents tend to be cheaper on that side of the line. Could be the perfect combo for a retiree, since you're still close to the action!

oh come on. under 40k a year? you can't get a house with that. they better be looking for an apartment with that salary.
