I am putting in for a job, contra costa county water district. Where is the best area to live for someone who does NOT want to wait ten years for real estate inflation? I just want a convenient place. I HATE suburbs and freeway driving. Is this an impossible set of goals?

Yep. Impossible. It's very difficult to get anywhere without using a freeway, although not impossible.
But EVERYPLACE in Contra Costa County is very suburban. Lots and lots and lots of "develepments". There may have been little towns at one point, but CCC got it's major growth by being the expensive suburbs of San Francisco's management class. Walnut Creek is about the "citiest" area you'll find, with it's bustling high end reatil downtown and the Lesher Art Center. But it's not cheap to live near downtown and it's more likely than not going to be a condo.
