Is the 580 west commute better than the 24 west?

You can take BART from either of the two areas and not have to drive at all.

I highly recommend taking BART if you are working in Downtown SF.

Otherwise, 680 from Concord to WC is pretty slow, then 24 is very busy from WC to Oakland, but 580 is busy as you enter Castro Valley, then it bogs down again at the Oakland/San Leandro border all the way to the Bay Bridge.

And then there's the matter of crossing the bridge itself. That's a hit and miss as one little stall on the span can ruin the whole morning commute.

Neither commute is pleasant.

I drive the Walnut Creek/Concord commute during the school year to Oakland and that alone can sometimes take 45 mins or more. I'd say neither commute is desirable. If at all possible, BART would be the way to go!
