its because they are out of they way enough so that tourists don't see them
the city of san francisco makes sure that tourists only see nice and pretty projects to protect the cities image

^very true...they rebuilt north beach, and a bunch of the fillmore projects, both of which are very easy for tourists to walk by. They never rebuilt the Chinatown projects, but I assume it's because they haven't really been bad since like the 1970's and 80's...plus, they're also built a whole lot more solidly then your average projects in the city (or at least they look like it), and at least one of the buildings is covered in cool murals too.

They also rebuilt the VG's and army street in the mission, but those areas are pretty far off of the tourist path (i guess Valencia Gardens is in hipster land nowadays though...so it could be considered a tourist spot of sorts, seeing as 80% of hipsters are transplants who won't be here longer than 5 years anyways). They've rebuilt some of the worst ones in the south of the city too, like the geneva towers and some of the HP projects...but for the most part they haven't done much, not compared to the projects in the northern part of the city.

They took down the Geneva Towers, did a slight remodel in the Visitacion Valley area and then added the 3rd street rail to expose that district to downtown traffic. They have some long term goals for that area all of which include rising property values and lessened minority presence.

I forgot to mention the light rail...That's stop one on the gentrification train for Hunters Point/Vis Valley as well as everything else along 3rd street (hey look at that, I just made a pun by accident).

If Sunny Dale was in SOMA it would have been gone years ago. It's not about the size, it's about the fact Sunnydale is in an area that tourist and other residence can't accidentally wander into you have to know you're going there.

Not to mention that its not even really by where most people would shop or go to work. Its out of most everyone's way. Until they get lost leaving the Cow Palace.
