Our water bill is about $500-$700/month, so we plan to drill a water well. 2 contactors come, one said $17000 (300ft) other is $25000 (200ft). Is that really cost that much?

From my experience with wells in other areas, about $50/foot seems to be the norm.

The guy quoting you $25K must greatly value his work. Make sure you check to see if it's even legal because it would be a shame to spend that much only to be forced to fill in. It's not at all uncommon to NOT have water rights on your CA property.

Joe Ryder is right.

Before you invest a dime in a well, you better find out from the local government if you would be able to get a permit for one. If you're anywhere near the bay, you may not get very potable water either.

It only costs about $17/foot up here in the foothills, but generally it's our only source of water and the drillers are fairly busy.

Do you have a farm? Why are your water cost so high?
