SF weather is SO NOT always 60 ish.... it could be 50 ish in the morning and 80 ish at noon...

No, I have been to S.F. in July when it was 41 in mid-afternoon.

If it is a foggy day, it is considerably cooler. It is not that predictable like L.A. or San Diego when it will be clear or fog, or have light rain...etc.

We can always tell who the tourists are because they are out in shorts, flip flops and a T-shirt freezing....while a local will always have layers of clothing on, and hood or a jacket at all times. Because the temperature can go from sunny and warm, to hitting a windy or shady spot and be very cold.

This week is pretty warm, which usually means a low of around 55 and a high of 75.

Seattle and Vancouver have similar temperatures to SF, maybe a bit cooler. Certainly rainier. Same with the Oregon coast.

While I agree with your general point that summer in SF is cool, I very much doubt this is true. The all-time record low in July in SF is 41 degrees, set in 1938:

It was 41 in the shade at Union Square July in 2007 , the wife and I spent the weekend at the Nikko hotel for fun and it was cold.
Now the actual recorded temperature was probably a bit higher, I think 46-47.
