I've spent one winter here and this is my first summer. It seems that about half the trees lose their leaves in the winter, while the other half lose and replenish their leaves throughout the year. Would you say that is an accurate statement?

Yes, the Jacarandas in downtown SJ are definitely in full bloom right now.
