It really can go either way, depending on your perspective. Not every place in Santa Clara county is considered Silicon Valley by most people. Otherwise you'd have to say that places like Gilroy and Morgan Hill are silicon valley too. I tend to agree with you about Cupertino, but I included them because just having Apple there is enough.

That obviously depends on who you talk to. If you want to go by wikipedia, it is. But if you're going to include Milpitas then you definitely need to include Palo Alto (which geographically blurs into the Peninsula just like Milpitas blurs into the East Bay).

In any case, the question was really about Fremont, which I think we all agree on: Not part of "Silicon Valley"

There are several other cities in the Santa Clara Valley with their own significant tech presence (Campbell, Los Gatos, Saratoga...). But historically and economically, those four cities are the heart of "Silicon Valley".

Milpitas (arguably), Newark, Fremont and everything north of that is part of EAST BAY region. But of course the high tech industry and people's perceptions are not limited to lines on a map, so you can call Fremont par tot Silicon Valley if you want. But I don't think many people outside of Fremont would view it that way.
Milpitas is South Bay. I grew up there. Nobody there would consider it to be East Bay. Yes, Fremont and Newark are East Bay, but many people still would consider them to be part of Silicon Valley or at least bedroom communities of it. While SV may have originated in the Santa Clara Valley, over the years its informal boundaries have expanded. There really are no formal boundaries for SV.

Even some cities along the peninsula tend to get lumped with "Silicon Valley". The term "Silicon Valley" as it is typically used is really more of a frame of mind than an actual location. It's not like SV is an actual geographic location with clearly defined boundaries.
