You're probably right on that, that big money would get first dibs on the politicians' agendas for the future. The grassroots wouldn't have raised the money for a bad possibility. Maybe if the US govt had a people's initiative law like California, where we can put laws that we want to pass, instead of relying on Congress to watch our backs and fight for the populace. This is a big misconception that they are paid "slave wages". If they were, they could never afford to live here in the Bay Area.

Honor system. All they have to do is "attest". No enforcement of this , and they can always compare the H1-B workers only to other H1-B workers, by putting them all in a unique job description or function occupied by nobody else.

I have seen it in action.

I totally agree with your point. The absolute majority of H1B specialists here could make much more money if they were American citizens or even GreenCard holders. My family is an example. BTW, we are not complaining because we are happy to get a possibility to work and live in the US.

I have seen situations where H1-B's make even more than us American workers. I suppose some have better skills/education than we do?

Some of the H1-B's I work with are from New Zealand, UK, Germany and Australia. Do you think there is any difference in treatment with these H1-B's and the ones from other countries?

Sure, in technical fields in the countries you mention the average worker might have better skills or unique skills due to differences in education....those countries have higher achievement in maths, for instance. So in CS, that could certainly be a factor.
