Is this an aberration?

San Jose seems to be on par with Los Angles and Boston in the rent charged.

It looks like an aberration, but there was a vacant apartment for in my apartment building for over a month, which was unheard of a year or two ago, so that jibes with the rent decrease mentioned in the article.
