This is definitely a serious issue that needs to be addressed but I guess time will tell how it plays out. I live in Newark and there was recently a heated Nextdoor conversation about the hundreds of new homes that the city has allowed to be built near the bay. There are many new home developments under construction or that have been completed within the last few years and the majority are on the west side of the city near the bay.

The most recent city council decision to allow another residential development angered a lot of residents and environmental groups. The new homes will be at the southwestern edge of town, directly adjacent to the bay. It definitely gives the perception that the city council and mayor might be getting some sort of kickback from the developers. It seems pretty ridiculous that they'd allow homes to be built there. The other issue is that the development is separated from the rest of the city by busy train tracks and there are currently no plans for an under or overpass to be built. That means if there's any sort of emergency where residents have to evacuate, they'd be stuck if a train was in the way.

..."not sure how soon the rising sea level will start affecting the Bay Area..." That depends on how fast the Greenland ice sheet melts, and parts of the Antarctic ice sheets, too. The Greenland ice is melting much faster than anyone expected. Coastal cities should take heed, and begin relocating people now, or at least--begin banning low-lying developments near the water, like the one msttnghu2 describes. Some Bay Area municipalities have begun restoring wetlands, to buffer the land as a mitigation tactic, but things may eventually happen too fast for that to make much of a difference.

No one knows the answer to your question, OP. There's no way to know exactly when, except that you note it's already taking place in Pacifica. I wonder when high-tide storm surges will start breaching the wall separating the highway from the beach on the west side of SF. There's coastal highway in the Carolinas that's underwater some of the time, now. I'm not sure under what conditions (high tide? Storms?). City governments and residents seem to be hoping, that if they ignore the problem, it will go away.

obviously there has been a disconnect between leaders of Pacifica and treasure island who in charge of planning despite situated in close proximity.

Because new housing developments create jobs for the construction trade. Who ares if it will all be ruined in 30 years, and everyone will have to evacuate? Evacuate to where? On whose dime? Meh, stop kvetching!

of cource, there is always a possibility that sea level rising is not going to happen not in 10 years, or even not in 50 years.

At least these numbers show different trend

But nobody can garantee us not being impacted by some asteroids or similar activity...
