I'm assuming this was dropped off a boat, if so it looks like littering to me. Sorry if you all don't agree. Try running your boat into that at night, not pretty. I hope this was a well planned stunt, if not, the owner should be held responsible. It is illegal to dump plastic/fiberglass into the Gulf. I doubt the Coast Guard thinks it's funny.
