We had some work done recently which required a permit. It was handled by the contractor. After completing the work, he asked if we would like to keep the permit open in case we wanted to do further work. I thought that was a good idea as we wanted some other things done but ran out of money.

If we wanted to do further work, could we use a different contractor under the open permit? I felt the contractor was very over-priced for the work done. We would like to put in 3 new windows and his quote was higher than we expected. I would like to get my own quotes.

Can this be done or are we stuck using only the same contractor?

What kind of permit was it? The normal process in Charlotte County is that the permit would be closed out after final inspection. Did your contractor get his work inspected and finalized? I personally would never leave an open permit. If you ever sell the home, then you would have to get the permit closed out or it becomes the responsibility of the new owner to get it closed.

I had a buyer close on a home in a few months ago in North Port and the roof permit was never closed out from 1999. We had the owner contact the original roofing company to get a final inspection and have it closed out before the buyer closed on the home. If the roofing company would have no longer been in business, then the owner would have had to have someone else come out and who knows what would have happened.

I had another buyer that wanted to purchase a home in Osprey in Sarasota County and there were several open permits and it would have cost the new buyer several thousand dollars to have the work completed, inspected, finalized and closed. So he did not purchase the home. There was electrical and plumbing work that had an open permit.

It is up to you, but I would not leave a permit open and not have a final inspection.

I think I'd call your county building department directly for your answer. I've talked with the Manatee County building department a few times over the years for things like this and I found them to be extremely helpful and nice to work with. My kneejerk response is the same as TamRE's. Having a contractor offer to leave apermit open would set off all kinds of alarm bells in me. That's not to say that they are wrong...they may know the system well and be doing you a favor in the short term. It just doesn't sound right to me and there's only one place to get a reliable answer--your county building department.
