I came across this thread (see link below) on an AT&T forum about the company (North Lane Technologies) that "manages" the prepaid refund cards. Apparently AT&T uses them also. In reading the posts to that forum it sounds exactly the same as what Frontier is doing - and there are many folks upset about it:

Call the state of Florida regulatory office that oversees this, & see if they can help.
I agree, that is a pizz poor way to treat people, even if they are ex-customers.
I hate Frontier...no wonder they are struggling financially.

I decided to not go with a landline when I moved to FL. Had to choose between Spectrum and Frontier for internet as my only choices... bad and bad lol.
