Sarasota Co. 'TRIM' notice (sales, home sales, transfer)

Received my TRIM notice for proposed property taxes.
The assessed value of my house went up only $106 but even with the increased $50,000 homestead exemption, my taxes are increasing $128
We have been hearing all kinds of doom and gloom from our commissioners concerning the bad economy, property values dropping, home sales dropping, less sales taxes being collected. But the county operations tax is up 15% and the local school board tax is also up 15% [CPI is essentially zero this year]
Meanwhile, as the assessed value goes up, the market value has decreased $50,000 less than the actual sales value of my home. My 'SOH' amount is now only $16000. It was $108000 2 years ago. The SOH provision of the FL constitution amendment was supposed to spur sales and save home buyers from increased property taxes. I guess it was working too well. Drastically reducing market value means there's not much of an amount that can be transfered to a home purchase.
On the non-ad valorem assessments, the solid waste collection fee remains the same. I can imagine the outrage from the commissioners if Waste Management wanted a 15% increase for garbage collection.
