Where did you get the figure that Savannahs urbananized area is 208,000? That's ridiculous. The latest population estimate for Chatham County is 265,000 only half that is in the city proper; the rest is in the municipalities and unincorporated areas DIRECTLY ADJACENT TO the city proper. I live here and I don't know where the city begins and ends. It all runs together, with the only thing really separating large segments of the population being WATER. if that's excluding the population on the barrier islands, it's wrong! All of Chatham County east of I-95 is heavily developed with room running out completely along the coast. The only areas that are still open and undeveloped are in West Chatham, and most of that has been annexed by Savannah, Pooler or Port Wentworth for future development. The parcels within the city limits of Savannah west of I-95 (along I-16) are planned for PUDs and 40,000 homes! The city is banking on that growth in the future (if the economy revives).

To be clear: my problem is not that HHI/Beaufort is not part of Savannahs MSA, but that they are not combined into a single CSA. I've not heard any argument for why that is, because the two areas certainly qualify for CSA status. Savannah-Hinesville-Hilton Head CSA? Absolutely makes sense.

It comes from the annual urbanized area estimates courtesy of the American Community Survey, part of the US Census Bureau. Go here and scroll down to the "Place of Birth" heading, and the total population figure is the current UA estimate.

It's because there are not enough people from Beaufort and Jasper counties commuting into Chatham County for work in order for Beaufort/Hilton Head to be considered one CSA--at least not yet.
