I have seen, more than once, a very large outdoor light with a green bulb on the ouside of houses in Sav. What are they and do they have something to do with the police dept. or a security firm?

Many power companies will "rent" security lights to individuals for their homes or businesses. They'll come out and install the light on a pole or on the side of your home/garage/etc. The monthly fee for them is usually around $10-$20 depending on how strong the light is, plus the extra cost to your electric bill to run it. Different types of bulbs can give off a slightly different hue. Some look white, some yellowish, while others might have a blue or green cast depending on the bulb used. That might be what you're talking about.
