Aldi’s has a remedy that could be used to address this problem, but it is the lack of available innovation that is at fault.
At a Bed Bath etc, or Target in NC, the carts stop at the door with a sensor.
A business will use the innovations available to stop theft, whatever form that takes, vs, cost to impliment it.
My DH works pt at HD. He is surprised at how much theft is expected, and written into the annual budget.
My point is...a business can address this themselves if it is cost effective. The government needs to act accordingly.

I think Savannah is finding a bunch of grocery carts, and incurring an expense disposing of them, or returning them? So be it.
