Considering all of the growth happening and planned for this area, its about time. I can't imagine what Richmond Hill will look like in 25 years, especially once the new exit on I-95 is built.

What he’s proposing sounds like TAX ALLOCATION DISTRICTS or TADs ... but they usually work in reverse, giving temporary tax BREAKS to certain areas or developments in exchange for immediate investment and eventual growth in the overall tax digest. At any rate, it is indeed illegal and unconstitutional to impose different millage rates on city property owners. The only way I could see this happening is if certain properties were grandfathered for some kind of tax break — like homestead exemption or senior citizens. But even that is really questionable.
