History:

Savannah was planned to be the major city in Georgia when the state was settled. That's why it's layed out in a grid pattern with parks or "squares" every few blocks. It was to be a major port city like Baltimore or even NYC at that time.

Atlanta instead became the major city due to the popularity of railroad over ships and riverboats once the rails took over as a major way of getting goods from point A to point B.

Savannah today is seen as a great tourist destination and a photographer's dream. But due to it's location (away from multiple major interstates and a lot of rail options), and the perception however real or not of high crime and higher levels of poverty in the area, it will not become a major city in the sense some may hope.

So I guess I-95 and I-16 aren't major interstates then? There are tons of railroad in and around Savannah due to the Ports as well.
