My totally off the wall guess...

North Korea.. Not to inflict damage at this point.

Showing that they CAN if they want.

A message, pure and simple.

I just hope someone in the government is listening.

And how does north korea launch a large missile 32 miles off the American coast?

I guess the same way Al Qaeda does, and we sure as hell were scared of them taking away our freedom and our way of life, and making us all speak Arabic, and stoning our women to death if they don't cover their faces, and replacing all our schools with madrasas.

The North Koreans are known to have

1, Nuclear weapons

2, Submarines. (recall the torpedoing of the South Korean navy ship this year, by a submarine)

3, surface ships

4, an extensive long range missile program (recall the test firing of missiles OVER the norther Japanese islands)

Historically.

The seizure of the U.S. naval vessel Pueblo, (a clear act of war)

The kidnapping of Japanese citizen IN JAPAN for transport to N.K. for intelligence use.

The shooting down of EC121 in international waters in the early 70's.

Lastly, many many recent public threats to the U.S. and the South Koreans to go nuclear if war does break out.

Finally, do not get caught up in the fact that the "weapon" is not practical, the simple fact that they could pull it off is of monumental significance.

EDIT: Consider, North Korea would not be able to totally destroy The United States, this goes without question.

HOWEVER, how does the ability to destroy any U.S. west coast city sit with you. L.A., San Francisco, San Diego, Tacoma etc..

Tacoma would be OK, and I guess Bakersfield, too. Which of those cities can be hit by a missile whose range is "over northern Japan"? From Gitmo, with that missile range, it wouldn't even reach Miami.

How many citizens of middle eastern countries did we kidnap and use for intelligence purposes?

Do you remember Israel's "act of war" when they shot down a Libyan commercial airliner flight 114?

Let's see if you can guess why the US never "threatens to go nuclear". Umm---is it because we already went nuclear, which means every country in the world has a right to defend themselves against us? Oh, wait, we never invaded any country, did we, and never used nuclear weapons, so our hands are clean.
