The last time I checked, the Hebbian theory (Hebbian theory - Wikipedia, the free encyclopedia) was still the best explanation. It seems this is still a field that needs more research, and we don't have an actual answer, yet.

They are in the process of reverse engineering the brain and will be done around 2029.
