My cat would mess up the TP if she darned well pleased, no matter which way it was hung.

I like my TP hung over the outside. {first pic} This is the best excuse for hanging TP the wrong way I have ever seen.

I have had plenty of dogs and cats over the years, have one dog and 7 cats now, and have never had a problem with any of them messing with the TP.

That said, I have encountered many other behavior problems that I would have gladly traded for a TP fetish!

A horizontal rotating core encourages excess use. If you just place the roll on a surface, less will be used. To entertain your cat, place a mouse in the core.

I now use one of these - Toilet Roll Paper Towel Chrome Holder Stand Cover Freestanding Storage Bathroom | eBay - rather than the standard wall-mounted gadget.

She can find other things to entertain herself.

I see that as more of a storage device for extra rolls vs. the actual dispenser. We have a wall cabinet above the toilet where we put the extra rolls. I would prefer a vertical holder like this:

The way the TP gets hung is whatever way the females of the house want it, pick your battles, this isn't one of them. As for the cat, get a dog instead, problem solved
