I think with society in general scared of everything and everyone it has infused our younger generation with the same timidness.

I think it is based on economics. True, this might have been occurring before the economic downturn as the author says. But even if young people find a job, their beginning wages have not kept up with inflation. So it makes it hard for people to start out on their own.

And I think it will get worse going forward because we have permanently lost so many of the lower-wage entry-level jobs to Asia.
