If someone is talking loudly and laughing on their phone, very few people can read or write with no consideration of the noise. Is the human brain dumb? If evolution is true, why wouldn't it have inserted the ability to block out noises?

Forget the day I would much rather be able to block out noise while trying to fall asleep at night. The necessity to hear though is I suppose a survival thing. If you can't hear a potential threat you are less likely to notice it.

Be thankful that you can hear that well!!

The brain is still primal in many aspects. The ability to hear a wide range of noise it the difference between your survival and you being lunch in the wild , and elsewhere, so be glad you can hear even low distracting noises.
