Japanese scientists have found vast reserves of rare earth metals on the Pacific seabed that can be mined cheaply, a discovery that may break the Chinese monopoly on a crucial raw material needed in hi-tech industries and advanced weapons systems.

China never really had a monopoly on the resources, they started dumping them on the market about a decade ago putting many mines out of business including ones here in the US.

I'm not so sure about that -- it's even more reason for the Chinese to make war with Japan, and I think in such a scenario the U.S. would be no more effective than they were in regards to China's annexation of part of the Phillipines not too long ago..
