Why is it that even though the temperature outside does not drop below 32 degrees, frost still forms on cars, grass, and roofs?

Because the temperature at the grass, cars and roofs is at least 32F.
(An air temperature reading is not reflective of every elevation and surface, but merely the position the reading is taken at)

Those surfaces can cool below the air temperature by radiating upward to space, when the night sky is clear and the humidity is low, the atmosphere is more transparent to long wavelength infrared.

This doesn't happen when it's cloudy.
