Not really. The military has used delayed fuses for over 150 years; just not this cheaply, or accurate. I read something years ago where most casualties in an artillery barrage occur in the first couple of minutes. That is why the US military developed the tactic of Time On Target.
What is significant with this system is that the operator can adjust where the detonation of the HE round occurs to suite the circumstances. It will be a game changer in insurgent tactics.
What I find frightening is that the manufacturer of the system has intimated(in the linked article) that future development of the round will include non-lethal versions. That means another tool for police organizations to misuse that, undoubtedly, will prove fatal for some poor *******.
