Is it a scientific possibility? If so, what is the most feasible way of getting someone (I guess an electrician?) to do it? Would it be easier to modify an existing outlet or create a new one?
I want a joke electric outlet that drains the battery of a tablet/phone/whatever instead of charging it. How fast could a typical smartphone be drained this way?

It doesn't work that way. A corollary would be your asking "How can I make tap water come out of the waste pipe of my toilet and the poop go into the water supply." Even if it could be done it would be an illegal and highly dangerous idea. Fast discharging lead-acid cells get extremely hot and can explode. ANY charged battery that discharges fast is going to get dangerously hot and could damage itself or components nearby. The idea is dumb, dangerous, and as idiotically disrespectful of others as most "pranks."

Be a shame if after having ones cellphone rendered useless it was then needed to resolve an emergency like calling cops/ambulance/fire dept

most fones turn on the screen when connected via usb. having an outlet open/close circuit every few seconds would make the screen on time cause the fone to die in about an hour.
