Minority Report used observation and pseudo AI (the telepaths) to predict criminal behavior.

Gattaca might be the more accurate forerunner - DNA analysis used, illegally but universally, to screen, select, promote and disenfranchise people.

And any movie where being able to track people like commercial airliners - some of which still pretend to be fictional, and endless cop shows where the stalwart detectives are thwarted because the perp unaccountably evaded security cams, cell phone tracking and rental car GPS logs. Damn, the life of a detective in the 21st...

I would bet my paycheck hardly anyone would resist this, if it ever became law, they would ensure all the positive aspects are promoted heavily, like safety for kids, against kidnapping and abductions, protecting the elderly people who wander off, victims of human trafficking, etc, etc.


Anyone who opposed or spoke out against it, would quickly be labelled a 'troublemaker' who is trying to protect criminals and kidnappers!!


Although, in the US specifically, Im not sure they really need to do this to achieve their control goals, the social security number system basically accomplishes the same thing, its a 'number' that will always be associated with you, they use it when people are lost, abducted, they use it for ID as well.
