Are these government agencies actually doing the development, or are they just underwriting for private laboratories? Are then all the STEM majors in college vying for jobs with the government?

What about the biotech sector? I remember a few years ago, it was the hot ticket for college grads. All the venture capitalists were throwing money at it. What the heck where they even doing? Did they ever come out with anything useful?

If government, administration, or central planning can succeed so well at science and tech then I think we can assume Communism can too. Communism is probably more efficient since there is no self interest at all.

I have always heard the argument that the USA was always just one step ahead of the Soviet Union because our privatization gave people more incentive to keep improving, and the fostering of competition drove us to be better and better.

By that same token also read about this related argument that advocates for less and less regulation because in order for the cream of the crop, talent wise, to rise they must be allowed as much reaping of rewards as possible. Without the Creme de la creme talent, our qualitative edge in tech and science will suffer.

Do these government agencies have a very competitive pay scale?

I don’t think the us federal government ever finds private laboratories although I may be wrong.
Many medical research labs (in universities) compete for nih grants. Scientists within the field grade the proposals and determine which have the most merit. It is a very competitive process. The best scientists with the most promising research, get the most money, get the better post docs, get the best lab space at the universities, and work for the top universities. Part of the nih grant goes back to the university for resource support so they have an interest in housing the most well funded scientists. Salaries are paid out of the grant and are in the grant budget.
Scientists from communist or socialist countries corroborate with scientist from democratic countries. Take a look at the Nobel prize winners in the science categories.
