Are we funding more out of country projects or is there something exciting coming in the future? Maybe another smoke and mirror lesson?

Can't answer for energy but i read that NIH (National Institutes of Health) will get between 10 to 15 billion dollars extra as that's gotta help in advancing the new medicines of tomorrow for cancer, heart disease and the many neurological diseases that ravage many especially with 60 million baby boomers getting up there in age.
