I don't know, ten years might be possible but seems a bit overly optimistic. A much more advanced model than what is currently available is likely, but could still be a comparatively simplistic or incomplete version of the real thing. Like the article states: "The biggest challenge is to understand how electrical-magnetic-chemical patterns in the brain convert into our perception of reality." That may take a lot more time than predicted. The number of parts in the brain is finite, but still incredibly complex. Still, the more progress that can be achieved, the more we learn.
