Well, it's really a YMMV kind of thing. There was a nurse who moved here a couple of years ago, and got a place on "Pill Hill" near her work, but also near some kind of arts academy where she wanted to study. She loved her new life! She could walk to work, and also to the art school, where she met a lot of people, made a few friends. She enjoyed the moderate weather, compared to where she was from, somewhere back East.

So it depends on the individual. How long have you been in town? The key to making friends is to get involved in local activities, like that nurse had her art crowd. Of course, now during Covid, joining activity groups and whatnot isn't an option, so it's definitely difficult. But that would be true almost anywhere.
