From any of the stops in the downtown Seattle bus tunnel you can catch the light rail train to the airport, takes about 40 minutes. It runs every 5-15 minutes depending on the time of day and will be under $3, you can get tickets at the tunnel stations.

... Well, first, let's get some clarification: Are you asking about the SeaTac Airport or the Tacoma Narrows Airport?

There are some hills in Tacoma where I suppose one could drive really fast to the rim and attain flight for a short period of time before landing rather hard(this is a good way to break your vehicle - and yourself ) but I don't think that is the airport you are talking about.

Tacoma did pay $100,000 to ensure that the city name was included in Seattle-Tacoma International Airport's moniker. There was a major blowup when the airport was almost renamed after Senator Henry "Scoop" Jackson.

Sea-Tac is the major airport for Tacoma - but it generally isn't referred to as "Tacoma Airport". Pardon us for being confused - it just isn't a name most Puget Sound area people are familiar with.

Someone mentioned the light rail - that is what you want to use to get to Sea-Tac airport from downtown. There are some buses - but why bother with them when the light rail is so convenient?
