What is the lowest cost Internet service provider for Capitol Hill area? I can go cable or DSL. I don't need the fastest. As long as I can stream Netflix and watch live sporting event videos I am fine. I had AT&T in San Diego for $19.95/mo DSL and I believe is was 3 MG and it was fine.

Comcast is fine.

If you are in a newer luxury hi rise or apartment you might be able to get condointernet.com . They offer 50 to 100 mbps for 50 to 100 bucks/mo

Century Link bought Qwest, and they do offer low prices. I had problems with Qwest DSL, but I think that had more to do with my location than anything else.
