"Disturbing" is open to interpretion I guess. I think stopping a passerby on the way somewhere to be asked for money
is disturbing them, and they do that with police watching. Sitting quietly with a sign and cup is not disturbing anyone.

why don't they get kicked out by the police?
It's not illegal to ask people for money. I find the homeless much less aggressive and in-your-face than people canvassing for various causes. There was a proposed bill that would make aggressive panhandling illegal (and give the cops something actionable), but that was veto'd by McGinn. Unless someone actually assaults you, there's not much the police can do.

And back to the original topic - I certainly hope the waterfront becomes more like Kirkland's or Alki. DT is sadly short on park-like places for people to be able to walk, bike and enjoy the views of the bay without a lot of cross traffic.

I would like to have a Vegas style casino on the waterfront. All the big casinos we have are in on the fringes, not in the city center.

This is the Edgewater Casino in Vancouver BC. You can't even tell it's a casino by looking at it. It blends in well with the scenery. This is what I would like to see in Seattle, a more classy casino with not so many neon lights.

Edgewater Casino

That has alot to do with the city planners back when Seattle was emerging. This city wasn't mean to become so large and wasn't planned appropriately. Lots of park access on the waterfront would be great. I still they they need one attraction that can definitely set Seattle apart from teh rest of the West Coast as a global destination

Maybe if they was on Alki maybe? I think the DT waterfront is too congested to place something liek that there. To put the somewhere else in the city they could build up that area. Maybe it could turn Alki into a World renowned destination But seems impractical to be downtown.

That's because there are homeless shelters in the area.

The waterfront needs something to make it the focal point of the city. Yes I know some people don't like when things become tourist attractions but to have fun or "family appealing" activities mixed in with lots of open green space. Piers that provide lots of activities and Unique local shops and restaurants.
