i'm an out of state student (from california), applying for computer engineering
GPA: (from freshman year to junior year) 3.42 unweighted, 3.47 weighted
SAT:1670 (590 math, 550 critical reading, 530 writing)
ACT:26 composite score (28 english, 29 math, 21 reading, 25 science, 9 essay, 27 combinded english/writing)

Extracurricular Activities: over 100 hours total of volunteering (helping out with my church, taking care of the elderly at elderly homes, working at my local food bank, helping at the local soup kitchen with homeless/poor)

Track and Field- competed for 4 years, 2 mvp awards, over 30 medals/certificates, over 1500 hours spent

Club Basketball- played on a club basketball team for 3 years
clarinet-played for one year, participated in concerts and shows

I'm sure you could get in with those achievements. I personally have known people who graduated from there with less. The real question is if you can afford it

As a current freshman of uw, i think you have an excellent chance. Have you taken an AP or IB classes?

My big question is not whether you could get into UW, but into the Computer Engineering Department. My understanding is you need something like a 3.8 GPA your freshman year at UW to be accepted into the department and the first year of engineering is not a walk in the park - calculus, physics, chemistry, math ...

I've taken AP United States History and currently taking AP Statistics. Should I apply as an undeclared, and change my major to Computer Engineering later on?

Someone can correct me if I'm wrong ... I don't think you can just change your major to Computer Engineering. You need to be accepted into their college to call yourself a Computer Engineering major. It is a highly competitive department.

I don't think you have as good of a shot as others here seem to think. Your GPA and SATs are average, and UW has gotten to be quite competitive for admissions. APs will help, but those are standard these days, to be frank. And given you are out of state, I think it will be even tougher for you. Best that you put together a killer essay and grades in this last term.
