Seattle Public Schools - Enrollment FAQ (second to last question in the Enrollment process faq)

Seattle Public Schools is one that has to be navigated through, if you don't have any interest of doing that, then definitely that small area in Seattle Proper or look into other (quality) school districts that are a bit more uniformed and stable.

No just other choices available for your area. There are some k-8 schools like Salmon Bay or Katherine Blaine in Magnolia. There are a few international schools with language immersion. These are in addition to your assigned neighborhood schools. You have to go down to Seattle Schools main location and get on a waiting list if there is one. If you plug in an address on the Seattle Schools website it will tell you the assigned school for that location plus the option schools available. I'm not sure what the policy is if the school is not an option for your area...I think you can still get on a waiting list but I'm not positive about that. Also kids can test into APP which is a program for the top 2% as well as Spectrum the next level down. APP is self contained and is held at different locations throughout the city.
