If you had the choice to build a house on either location, which would you chose? The Lake Washington area or puget sound (Seattle, Burien, Des Moines, Federal Way, Shoreline)?

On the water? If you have a boat and dock, Lake Washington. You can get to the sound through the locks in Ballard, and meanwhile your boat is in fresh water. If you extend it to one of the islands, or the Penninsula, I would go for the Sound.

Completely dependent on your lifestyle/income/boating/swimming habits.

Were money and working a day job no object, I'd choose Puget Sound island waterfront - Fox, Anderson, Whidbey, Bainbridge... any of the San Juans. Endless exploration, spectacular views, a place completely unique in the continental US.

Bound by the regular restraints that most of us face - need to be near employment, cost of living, lack of time - it gets trickier. Lake Washington gets you (a) fresh water (b) actual swimming (c) access (d) stupendous costs. Also lots of cool parks, beach clubs, etc. You could get further afield on the Sound. Federal Way/Redondo, Normandy Park, North Beach, Mukilteo, etc. You give up city access, gain the things that only saltwater can get you.

What 'boat' are you in?

Puget Sound. I like to see the shipping passing by.

To me, the perfect scenario is live on Lake Washington because it's more protected, and explore Puget Sound by boat. There are so many unique places with the San Juan islands, Kitsap, etc. Just check out this video of a potential boat trip to Patos Island Lighthouse

You can live on a lake anywhere. Puget Sound? Not so much - it's truly a unique environment close to a major city.

I'm a Sound gal, myself. I like the views a lot better. My husband says he would like to have a boat and dock on Lake Washington, but I bet if we did he'd never take that boat out.
