Is it possible to watch Seafair from a boat in Lake Washington without the overpriced logboom ticket purchase? Like can anyone launch a boat and be in the lake and still see at least part of the show since you wouldn't be near show center? Or do they close off the Lake?

The entire area around the race course is "restricted" with zone one consisting of the viewing areas, race oval, and logbooms and zone two for the blue angels and travel to/from the logbooms, this area extends beyond I90 and the Mercer Island shoreline. So it doesn't seem possible. Zone two's restriction is from 9am until after the blue angels perform (around 3ish), so anyone going to the logboom must pass through zone two within those parameters. All boats must also be tied down and cannot be moving/drifting, so you can't go into zone one without being tied to the logboom.

Those are the highlights, the seafair website will have all the policies listed.
