I have never in the course of my job seen anyone checking the dog parks for unlicensed dogs.

I had a person with animal control peer into my windows and note a cat. They are so out of line in their desperation that I refuse to pay them a dime, but I happily support the Seattle Humane Society. They wanted to privatize animal control years ago and I wish they had. If your pet is microchipped, they will be returned liscensed or not but yeah expect a fine.

And I've never lived anywhere that expects owners of cats to pay as much as dogs. I'm no more responsible for all of stray dogs, noise complaints, etc. than a pet-free home.

Re: non-vaccinated cats just know that if anyone accuses your cat of biting them, justified or not, they have to euthanize the cat ASAP to get a brain sample. Not worth the risk to me, however small.
